Just treat private mining concerns like you would a nuclear power plant. All you would need is private security companies that are specially trained and regulated by the government and have access to any specialized equipment needed to secure the site. Everyone gets vetted according to federal regs and private industry gets to do their thing. “State owned enterprises” are ominous sounding, and smell of communism.

Jack: Yes. No one ever called NASA a 'State Owned Enterprise'. Too controversial.

The 'Rare Earth' issue has come up. It's a critical resource that the US needs to compete in today's world. So it's a perfect issue to ask: Free Market ... or Government Subsidy?
Some of our Righties ONLY believe in 'Small Government and Private Enterprise'.
'Rare Earth' puts the Righties on the spot. In their world:
    1. Government would be small and not interfere.
    2. Private Enterprise would dictate which business would survive.
Using Logic of the Righties with Rare Earth Metals, would mean China would dominate the US in the years to come.

Using pragmatism, common sense, and what everybody has always done, the Country protects itself by subsidizing the Critical Industry.
Government DOES interfere in the Market.
Government DOES use Central Planning to protect itself.

Righties will dance and scream, saying it's wrong and make it go away, but it's the Reality. What is funny, is it's usually the 'Make America Great' crowd that denies this fact of Making America Great.

The 'evidence' is there. You saying things like Black isn't Green doesn't promote your Argument, if you have one.

I agree with the "National security overrides free markets". The Right-wing Toadies here will argue that you are wrong. They have a Religious Devotion to 'Capitalism'. They will spin and turn, dancing about, screaming 'Capitalism is the Answer'. Oblivious to Reality.

There is only Mountain Pass in production and they send everything to China to be processed. China also uses all the production from that mine.

Guess you should have read the article. Try reading this one:

    "Rebuilding a domestic supply chain

Domestic efforts to extract rare earths are taking place in states including Wyoming, Texas and California, but the recent past provides cautionary tales, such as Molycorp, which reopened the longstanding Mountain Pass mine in California in the early 2000s, only to go bankrupt in 2015.

MP Materials bought the mine and restarted production in 2017. The Las Vegas-headquartered company is vying to restore the domestic rare earths supply chain from mine to magnet, and is hedging its bets on neodymium-praseodymium, with the hope of becoming the lowest-cost producer.

In recent years, the Las Vegas-headquartered company received a myriad of grants and contracts from the Department of Defense and Department of Energy to research and improve domestic capabilities. One of the company’s largest customers is Shenghe Resources, a Chinese company responsible for processing, distributing and refining, which also owns a stake in the company. The connection raised some concerns among DOE scientists, according to Reuters, but government funding has continued for a rare earths separation facility.

Shenghe Resources distributes the concentrate produced at Mountain Pass to refiners in Asia, “capabilities that simply do not exist at scale in the West,” according to an MP Materials spokesman.

The company plans to reinvest the free cash flow generated from operations into expanding MP’s U.S. capabilities, including a restoration of domestic refining capability at Mountain Pass by next year. Ultimately, the company, which went public last year through a SPAC merger, plans to “restore the full rare earth supply chain” to the U.S., the spokesman said, including refining and separation, and magnet-making by 2025, as the domestic electric vehicle market ramps up production.

“This is happening and I think it’s happening much much faster than I think anybody had anticipated,” said Ryan Corbett, the company’s chief financial officer. “We can compete and we’re going to continue to do it.”
