    Decentralized. When I lived in Europe from what I understood , the Swiss didn't even know who their president or chancellor or whatever their leader was. Basically there's free trade among the cantons but they're fairly autonomous.
    An example: The second amendment wouldn't apply to the whole country. Texas might have liberal gun rights while guns may be totally outlawed in Washington state.
