Rand Paul defined it more explicitly to Fauci in the recent hearing but all that’s necessary to understand GOF are the general principles involved: increasing transmissibility and/or virulence of a pathogen via genetic engineering.

It can be used for benign purposes or it can be used to kill people. In the latter sense, the bug has been ‘weaponized’.
