No, we're talking about homeless people here. If you give them the option to participate, they end up building themselves a home in a functioning town that they constructed. From there, they can move to another town, even sell their home and let someone new take over. Or, they can integrate their development into a larger community as it develops and eventually move up to full ownership of their home and property, a decent job, and the ability to become part of the larger community.

Housing First is the biggest breakthrough in solving homelessness ever. Preventing homelessness is not that hard, but actually taking homeless people and reintegrating them into society is extremely difficult.

Unfortunately, the American mind rebels against it. It involves giving people who have done nothing a home to stay in. We want them to "earn" it. Earning anything is tough, when you are homeless, so the perpetual cycle continues.

Finland has 3.5% non-ethnic fin people living there and most of those are from nearby countries.
They are not a society that accommodate parasites.

I have been to Finland, and you are simply wrong. Finland has a large indigenous Swedish minority, larger than 3.5%. They also have nearly 4% of the population from non European countries(about half from Asia, and half from Africa). Then there are the Europeans from Southern Europe which make up about 5% of the population.

And there are Europeans from nearby countries... Like Russia... Hardly known for their great economy.

Not really. I have worked with the homeless a bit, and they reflexively lie about being vets. They usually lack good documentation, so it is hard to tell who is lying and who is telling the truth.

A way into Housing First is to have Housing First for homeless vets. The homeless person claims to be a vet, and charities then try to track down the veteran records. If it is true, then Housing First.

Actually tracking down some sort of record about being a veteran is usually not that hard, but too hard to do for just a survey.
