No, the biggest drawback is getting right-of-way land to build it. That's going run close to a trillion on its own. That's why airports and aircraft are smarter. The cost of construction of high speed fail is astronomical. It will never be recouped. In Europe, the rail right-of-way mostly already existed so that problem wasn't insurmountable.

Well I did say political and legal rather than technical. HS1 had many of the same problems, going through some of the most crowded built-up areas in Europe. That why much of it from St. Pancras to the English Channel goes through tunnel.
