Landlords are being paid. In Texas, the landlords are on the hook for tenants who do not pay their rent. In California, the state government is bailing out the landlords with stimulus money.

The state grants were mostly distributed when trump was president. Both California, and red states got a lot of money. Red states were in a lot of financial trouble, and had to spend it just to keep afloat. California had a $100 billion surplus from doing so well, so can spend their money however they want.
