Not per the 14th amendment.
All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside.
But see:
If born without the US to a US citizen you are a citizen if the citizen parent lived in the US at least five years and two after majority. Further, Obama was citizen at birth just because he was born here. It is a racist as hell to suggest Obama was not born in Hawaii when his long and short forms both show that he was, as well as contemporaneous newspapers said so, and he was black.

The applicable condition that made Obama a citizen was the 14th. But even assuming arguendo he was born in Kenya and was a Muslim CIA operative criminal drug dealer, then it
would depend on the duration of his mom's residency, which she clearly had acquired.

The 14th amendment says all person born in the US are citizens in order to prevent citizenship being denied such persons but it says nothing about that being the only persons who are natural born citizens. Someone born to a US citizen that doesn't reside in a state can't be a citizen of a state since they don't reside there. They are however a natural born US citizen and being a natural born citizen are eligible to be President when they reach the age and residency requirements.
You might want to read the law you referenced -
§1401. Nationals and citizens of United States at birth
Even if Obama was born in Kenya, his mother was in the US for at least 5 years after the age of 14 and she was a US citizen.The following shall be nationals and citizens of the United States at birth:
(g) a person born outside the geographical limits of the United States and its outlying possessions of parents one of whom is an alien, and the other a citizen of the United States who, prior to the birth of such person, was physically present in the United States or its outlying possessions for a period or periods totaling not less than five years, at least two of which were after attaining the age of fourteen years:

Hawaii is part of the US. Anyone born in the US is a US Citizen. You are now claiming that Hawaii had a law that people born in Hawaii are not US citizens. Do you have anything even more stupid to contribute?
