Farther to fly for people from Texas and they are HUGE part of the cruise line business. Plus people from Florida cruise a lot. So it would less convenient for two states with HUGE populations. I don't blame cruise lines for requiring a vaccination to cruise but they should not expect the government to require a vaccine passport.
