My question is (and may be a dumb one) how much does a House member influence foreign policy? Whether you’re a hawk or a pacifist seems to me you have very limited power outside being one of 435 votes on something. People in the House aren’t really driving our foreign policy narrative (at least as I see it).

If they sit on the Intelligence or Foreign Policy committee they can influence it. Stefanik was on one of them—Intelligence I think. But that gives her enough experience to take Cheney’s spot.
