Alone? Who knows. But they are sworn officers at that point.

I see. A trainee with a weapon. Do they ask permission before they shoot?

The comparison places POLICE spending higher than other countries' MILITARY spending. That is the point of the comparison.
If you want to compare police expenditures you should devise your own chart. Good luck with that.

I didn't know that the government distrusted its civilians that much.
It's a statistic of which any fascist state would be proud.
    Very interesting point, moon.
We've probably got, if not the world's most violent thugs, the world's greatest number of them as well. At least heavily armed ones.

No data. Just a suspicion. And no strong opinion on the matter either.
I can't see this current republic being anything other than what it is.

    I agree.
I just don't have good enough facts pertaining to the explanation for it.

I'm white. Cops haven't harassed me much. My terrifying experiences with armed violence were overseas, although I did get shot once as a teenager at Hampton Beach, NH. Nothing serious.

I also know that a lot of harassment and police brutality goes on, and that I only know about it when somebody puts a cellphone video on TV.
I can't see things from your perspective, but I don't disbelieve you.

I look at Hollywood's depiction of police corruption and I think- ' That's got to be the iceberg tip . The rest is still undiscovered '.

Correct. The crash at Tenerife was a similar problem. While other countries still have that problem, the US has worked hard to eliminate the attitude "The Captain is God" and replaced it with Crew Resource Management (CRM) where the Captain is a team leader and all other crew members are vital to the success of the flight.
