2% is not a full audit.

An audit is an audit is an audit. There is no such thing as an audit that isn't an audit. The majority of audits consist of a check of a percentage of the total to check for errors. That audit can result in the percentage being applied to the whole based on standard statistical principles. When the state performs a sales tax audit of a company for the previous 3 years, they simply check the accuracy of 2 months of receipts. When a companies books are audited by an outside firm, the outside firm doesn't check every company transaction.

Perhaps you tell us how an official audit isn't really an audit when we have access to the final report from that audit. Please provide real world examples of your "full audit" being the only audit that is acceptable.
