Maricopa has 720 precincts and if we simply assume only one machine per precinct, simply moving all the machines to a location to test them would cost at least $100 per machine if you are going to do it properly with security.
Then you still haven't moved all the ballots and counted them by hand and by machine. The idea that they can do all that for $150,000 is ridiculous.
