There are roughly 800,000 law enforcement officers in the United States according to various internet sources.
If only one tenth of one percent were totally unqualified, we'd have 800 armed and dangerous miscreants running around with badges and authority to go with their firearms.

Perhaps this screening and training duty should be transferred to the central government as well.
