That would be simply false. There was a reason the Secretary of State wanted to check lists to match names with last four as allowed and required by federal law, and there was a reason that the Obama Administration dragged their feet, losing 3 lawsuits, and still didn't provide the information (two different secretaries had this problem). Trump probably would have had them provide the information, but by that time Jena Griswold (D) was elected and nobody was interested in verifying that information.
To me, evidence of an attempt to keep legal information from the Secretary of State of Colorado is an attempt to cover evidence of abuse of the system. While it is not legal for me to verify an address, it is absolutely legal for the Sec. of State to verify name to last 4 lists for legal registration.
