To me there isn't a whole lot of difference between that woman being shot by licensed guardians of the building she was breaking into, and a home invader breaking a window, gaining entrance to a house, and being shot by the homeowner.

You could also say that it might be the fact that they had to assault officers and break windows to get in says that it wasn't available at that time for anyone to just waltz in. Kind of like your own home that you open to friends and family, but keep locked otherwise.
