The average wage in the US is approxmately $25 to $35 an hour depending on the state you're in. $15 an hour is really a starter wage or one for those that lack skills, ability, or education / training. I don't see where we as a nation should be rewarding those of limited ability a wage in excess of their productivity. It is a negative incentive to improve yourself and get a better paying job.

If the Employee has to collect Welfare to survive, that's called 'Socialism for the Company'.
Why? to both. If you can't produce $15 worth of value doing what you do where you do it why should you get $15 an hour by government fiat? If you have to collect welfare to survive maybe you should start reassessing how you ended up in that situation and fix your issues and problems to get a better job.
