Might as well. Kroger, Albertson's, Safeway and other grocery store chains did that like 20 years ago in California to get out of idiot unions that were strangling their business. The unions there struck for more cash. The stores brought in management from all over the US to fill positions and keep stores in Cali running. The union folded after all their members were going broke almost 2 months into their strike. The stores then started hiring non-union at slightly higher wages than the old union workers got and that was the end of things there.

The state could easily fire every public school teacher for refusing to go back to work and start over on hiring. Of course, Democrats would never do that given how much campaign money the teacher's unions give them each year...
