Laws don't prevent crime completely, but they allow us to punish those who act in ways contrary to societal norms. This is why murder and rape are illegal.

Will better gun laws stop all shootings? No. Will they lessen the number of gun homicides? Yes. I can say this confidently because this is the effect such laws have had elsewhere in the world. Most gun homicides in the US are not committed by suicidal lunatics who don't care about consequences. Some are, but many are the result of stupid people with guns acting hastily. These are the kinds of homicides that can be minimized with stricter gun laws.
