‘Packed us together like sardines’: Guard deployed to DC struggles to contain Covid

Hundreds of Guard members who poured into Washington, D.C. in a show of political force have tested positive for Covid-19 or are quarantining in nearby hotels, three Guard sources said.

Guard leadership has declined to release an official number of positive cases, but troops and GOP lawmakers alike worry that the deployment is becoming a super-spreader event.

The problem was compounded on Thursday night, when thousands of troops who had been standing duty in the U.S. Capitol were told to vacate. POLITICO obtained photos of Guard members packed together and sleeping on the ground in the garages.

One unit was forced to rest in a garage with only one bathroom available for 5,000 troops.

Missouri Sen. Roy Blunt told POLITICO the decision to force thousands of troops into a packed parking garage created a Covid-19 hazard.

Though many Guard members began leaving the capital this week, thousands of troops could be asked to stay on duty through March, according to officials. The Guard is expecting the federal agencies to request that several thousand troops remain in D.C., one defense official said.

More than 100 troops have tested positive, and several hundred are quarantining in nearby hotels after being exposed to a positive case or exhibiting symptoms.

One Washington, D.C., Guard member said he and others were forced to get their own Covid-19 test. Others who were exposed to the virus said they had been told to disregard their quarantine or cut it short and report for duty.

Meanwhile, social distancing is “almost impossible” in the halls of Congress, the D.C. armory and the parking garages, one guard member said, troops were packed into tight spaces that made it impossible to socially distance.
