if there are bigger issues than strictly following mask mandates, then why make such a big deal about mask mandates in the first place?

Biden is doing an awesome job so far, just as a side note. Real leadership again - very refreshing.
Then when you actually READ the executive order it doesn't mandate masks for everyone on federal property. It states the CDC guidelines should be followed.
The heads of executive departments and agencies (agencies) shall immediately take action, as appropriate and consistent with applicable law, to require compliance with CDC guidelines with respect to wearing masks, maintaining physical distance, and other public health measures
It also states this -
(d) Heads of agencies may make categorical or case-by-case exceptions in implementing subsection (a) of this section to the extent that doing so is necessary or required by law, and consistent with applicable law.
The rule is not that masks must always be worn. The rule is that every effort should be made to follow CDC guidelines which include wearing masks, social distancing, etc. The rules also don't take effect immediately but follows the law as required for EOs. The EO must be published and then the EO takes effect 30 days after it is published. You can argue that Biden didn't set a good example but it is wrong to argue that he violated his own executive order since it had not been published and it had not yet taken effect.
