I'm not an electronics guy, but radio controlled devices operate on specific frequencies. It might be possible to jam those frequencies at-will without disrupting radio or cell phone use.

Such jammers can be directional and only affect those in its line-of-sight beam thereby disrupting control of the target drone without affecting any friendly drones outside the beam pattern.
