I doubt a wall around DC would make DC safe. There would still be dangers within DC. But, it would definitely be unconstitutional. People should be able to freely travel within the USA.

AND HERE IS THE REAL KICKER:

A wall alone would do nothing. Humans can easily get through any wall. The wall would need a large number of people, maybe National Guard soldiers, to patrol it, or it is worthless.
