I would agree if the government had to own all or part of every business. The reality is that socialism can exist in a mixed system but does not always exist in a mixed system, and this is one where it does not exist unlike CCP where the government owns at least a large part of every business. Had Norway required government ownership in whole or in part in order for me to open a business in Norway then I would agree that Norway is socialist. Norway does not own the means of production, as proven by the fact that I can own the means of production (any business) without the government ownership requirement.
