No. Do you know what "cultural" means, Spaz? Think of it as "not genetic" and "learned behavior". Exchange five normal babies from a nursery in Germany or the US and exchange them with babies from Saudi Arabia and Kenya then place all with adoptive middle-class parents in those nations.
How much do you think will be cultural in their upbringing and how much will be genetic? The facts prove that, while genetics certainly have influence through proving natural strengths and weaknesses, the greatest influence is culture AKA their environment.
