It is a tough area. IMO, maybe it would be best decided by a measure of weight and strength like boxing. Boxing categories are determined by weight. There are certainly women stronger than most males, but obviously, pound for pound, most males are stronger than females.

The current system of measurement simply dividing by gender is proving to be inadequate.

Yes. I recall in my youth some East German and other USSR satellite countries' female athletes being disqualified because of hormone issues. I was a teen at the time so the details are fuzzy but apparently some female athletes were being given hormones/steroids to make them stronger and fast and bulkier than a non-drugged female athlete.
