Not quite, State Certification has already happened, all this does is allowed the GOP to introduce evidence that could be considered before completing final procedural steps, the act itself does not stop the certification, same in Nevada
If the State Judge allows the evidence, unlikely, the Pennsylvania Supreme Court will overturn it, they want to discard all mail in ballots which were allowed under a law the very GOP State Legislature passed over a year ago. Both this and the Nevada situation aren’t going anywhere, there was a reason even Trump’s lawyers wouldn’t touch the case
