How? Will you commit crimes if there are fewer cops? You might. No, it will not increase crime and crime has been dropping slowly and steadily for decades.
The idea is to take some funding from the police and provide experts in other fields, like psychiatry and social services. They are better equipped to handle some incidents that cops often make worse.
