The best way to ensure that doesn't happen is making sure you have enough poll watchers, the reality is they can pretend it takes as little or as much time as it takes in order to "cook the books" if you aren't there watching. You would think that it was "real time" but in reality it was delayed just enough time for them to "cook the books" so that Hawkeye was fooled into thinking he's able to see that it didn't happen.
Bottom line, if you want elections you trust, participate in more than just voting.
If the folks in the room don't know how many they have to fake because they don't get results from smaller counties until they post theirs too, then it makes their job more difficult.
