You're misconstruing what a mask mandate is. It's mandated for when you are out in public amongst others. It is NOT mandated if you are out walking your dog, mowing the lawn, hiking on a trail (unless you are hiking in a group of non-household members). Well, it's ridiculous to think that would be the case. You can't enforce stuff like that even if you wanted to. I go outside all the time. You only need masks in public areas. Now if you live in city areas it will be different if you walk right out into busy areas. My brother used to live in an apartment a few blocks down from the Hancock building and stepping out from there would likely need a mask. Heck, I'm sure the apartment complexes public areas would require them.
