    A report from Planned Parenthood showed an increase in government funding during its 2019 fiscal cycle.

    Financial records show the nonprofit received more taxpayer dollars in the fiscal year ending in June 2019 than ever before ($617 million) through Medicaid and other health service program reimbursements and grants, constituting 37% of its overall revenue.

    According to Planned Parenthood’s reports, the number of non-abortion services performed between October 2017 and September 2018 decreased from the previous year. For example, breast exams fell from 617,677 to 520,710, and screenings for urinary tract infections dropped from 54,107 to just under 40,000.

    In August, 2019. the nation’s largest abortion provider said it was voluntarily leaving the federal Title X program, a family planning program administered by the Department of Health and Human Services, which awards $286 million annually in medical grants.

    Default States increase Planned Parenthood funding after fallout with Trump administration

    Several states have begun picking up the tab for family planning services at clinics run by Planned Parenthood, which last year quit a $260 million federal funding program over a rule prohibiting clinics from referring women for abortions.

    States including New Jersey, Massachusetts and Hawaii already are providing new funding, and DEMOCRAT governors in Connecticut and Pennsylvania carved out money in state budgets to counter the effects of the national provider’s fallout with the Republican administration.

    The proposals have stirred political debates over abortion at the state level, with some opponents claiming it’s a government endorsement of abortion and an inappropriate use of taxpayer money.

    Connecticut Gov. Ned Lamont earmarked $1.2 million for Planned Parenthood in his budget proposal. Lamont said he wants to help cover an expected shortfall for Planned Parenthood.

    “Look, this is the law of the land. Here in a state like this, we believe that abortion rights are right, and we believe they ought to be affordable for folks who otherwise might not have that availability,” Lamont said. “So I think it’s the right thing to do.” The state’s health insurance program paid for 6,995 abortions in 2018.

    Planned Parenthood decided to withdraw from the program rather than comply with what Planned Parenthood calls the Trump administration’s “gag order,” which bars clinics that participate in Title X from referring women for abortions. The move caused a money crunch.

    Since then, some of the rejected federal funds have been replenished by state or local funds in Hawaii, Illinois, Maryland, Vermont, Oregon, Washington, California and New York.

    Hawaii’s fiscal year budget set aside $750,000 to partly cover a $2 million loss in Title X grant money.

    In California, the Santa Clara County Board of Supervisors voted to cover a $482,000 expected shortfall for six Planned Parenthood clinics.

    Pennsylvania’s DEMOCRAT governor, Tom Wolf, has included a $3 million line item in his proposed 2020-21 budget to also help offset the funding loss for Planned Parenthood providers.

    In Oregon, the lead plaintiff in a lawsuit challenging the Trump administration’s rule, a spokesman for Planned Parenthood Advocates of Oregon said the agency has been “working closely with state officials to create critical backstops and protect access to care for all Oregonians who need it, regardless of federal action on Title X,” and commended Gov. Kate Brown, a DEMOCRAT, for prioritizing funding for reproductive health services.

    In New Jersey, DEMOCRAT Gov. Phil Murphy signed legislation that set aside $9.5 million in state money for Planned Parenthood.

    It’s unclear how long the help from states will continue.

    Jacqueline Ayers, vice president of government relations and public policy at Planned Parenthood Federation of America, said it’s “encouraging” that governors and state legislators are trying to fill the gap, but said the state-by-state efforts cannot replace the nearly 50-year-old Title X program.

    “While we applaud leaders in the states for taking these temporary but critical steps, we must continue fighting for a nationwide solution,” Ayers said. “Only Congress has the power to permanently stop this harmful rule, and people across the country are continuing to call on them to do so.”

    The Trump administration is asking local Planned Parenthood affiliates around the U.S. to return millions of dollars in loans received through the federal government's coronavirus relief package.

    In letters obtained by NPR, the Small Business Administration, which administers the Paycheck Protection Program, informs local affiliates that they are ineligible under the program's rules intended to limit the funds to small businesses and nonprofit organizations. In total, the letters say, Planned Parenthood affiliates nationwide have applied for more than $80 million through the forgivable-loan program, which was set up through the CARES Act.

    Under the program's rules, small businesses and nonprofits with fewer than 500 employees can apply for forgivable loans. Planned Parenthood officials say local member organizations that fall within those limitations — not the larger, national group — applied for and received the funds.

    The Small Business Administration asks affiliates to either return the funds or respond with documentation demonstrating eligibility for the program. The letters end with a warning that "if SBA determines that a borrower made a knowingly false certification" on a loan application, the agency "may refer the borrower for appropriate civil or criminal penalties."

    In a letter to Planned Parenthood of Metropolitan Washington, an SBA official notes that the organization in Washington, D.C., applied for a little more than $1.3 million in funds through the program, which was set up to help small businesses keep employees on payroll during the crisis. A similar letter to Planned Parenthood of Delaware references a loan application for $496,225.

    Stephanie Fraim, president and CEO of Planned Parenthood of Southwest and Central Florida, told NPR that her organization received a little over $2 million.

    In an interview with NPR, Sen. James Lankford (R-Okla.) also said Planned Parenthood should return the funds, as several prominent large businesses and organizations have done after coming under criticism.

    "That's what the Los Angeles Lakers have done. That's what Shake Shack has done. That's what Ruth's Chris [Steak House] has done," Lankford said. "So other organizations that it was exposed that they should not have taken the money have returned the money, so that would be the reasonable thing for them to be able to do."

    The sheer fact that Planned Parenthood takes large amounts of public tax money in grants and other forms should bar them entirely from being able to make political contributions. That public money subsidizes them so they can make contributions. I'd say any group or company that is subsidized (as distinct from getting a government contract to do something for pay) should be unable to make political contributions.
