You cannot make a law that makes it illegal to make a future law. It just does not work that way.
A constitutional amendment is difficult to pass, for good reason.

Easily the most important proposed amendment in a couple of generations. I was going to say since Reconstruction, but, there have been a few voting rights amendments ratified since then.

It's a pretty weak rule, probably in hopes of garnering bipartisan support. A better proposal should just bypass Congress, and see if we can get 2/3 of the states to formally vote to propose an amendment, in hopes that 3/4 would subsequently vote to ratify.
