They can, but it depends on the situation. By now, we all know pretty much everything there is to know about both candidates. Biden is a confused old man who can't figure out where that ringing is coming from. Trump is a mentally challenged criminal who keeps having nightmares about Obama.
Maybe some minds will be changed by watching them yell at each other, but I doubt it would be nearly enough to make a difference.
