What might look Brutal on a Video is usually simply the Police trying to control a Criminal that is Resisting and Fighting the Police. The Police are trained to subdue out of control Criminals by proper strikes from their Batons and proper strikes with their fists. This is all standard Police tactics in many departments. So what Brutality Problem are you talking about?
