A misstatement by The Times but not one in the way Trumpsters keep bringing it up, like a life preserver. Hillary had a 91% chance of winning the national vote which is what the national polls measure, and she did win it.

When Gore lost to Bush he won the popular vote by around 547,000 votes. Hillary won it by around 2.4 million with Trump barely edging her out in enough battleground states to take the Electoral College. He was helped also by two third party candidates who likely drained more votes from Hillary than from him. Maybe he'll be given another fluke this time. But we call them flukes for a reason.

The Founders intentionally rendered the democratic vote meaningless because in a Republic of sovereign States, they didn't want the largest three States mandating the rest of the country.
