    I originally did not think you were lying, but now I know you are lying. The FBI would not be involved with admission into a state bar. You see, the FBI is a federal investigative body, and the state bars are state level. Each state has different "character and fitness" requirements, and some have none.

    Federal district courts do not require an FBI screening either. It almost always requires admission in at least one state bar.

    There is no requirement that a Supreme Court appointee be admitted to any bar, or even be a lawyer. It would be bizarre to nominate a non-lawyer, but it has been done in state supreme courts.
