Does it need to be? It's a good campaign slogan. A lot better than "Build back better" whatever the hell that means. Or, Biden's favorite personal slogan, "I'm the guy..." That one is like listening to sea stories or amateur fishermen talk...

How could a nation where most people are illiterate be 'great?'

Logically, a nation where the populace is well-educated would be greater than a nation of illiterate people.
