The one thing we dont know is how this got out of the lab....but Negligence is the most likely....this lab had known safety issues over several years. In spite of this they were allowed to do the work that they were doing, which was in this case taking the bug that they got out of the mine in what was it 2013 and then optimizing it to attack humans in the hopes that if anything that bad ever happened in the wild that we would know what to do. The intent here was to do good, but it is not at all clear that superbugs should ever be made by humans for any purpose...doing it in a lab with known safety problems is criminal, doing it in WUHAN which is a huge city and is a national and international transit hub was so stupid that it is hard to believe that humans have gotten this stupid.
