No I don't think they were, they'd lost most of their armed forces, had no oil and few resources. I could see the point of the first to stop the Russians and demonstrate the power of nuclear weapons but not the second. The US had a total of nine bombs, an invasion was not even remotely likely.

The second was because Japan was still refusing to surrender. They definitely wanted to take out Kokura Arsenal before we invaded.

Had Japan continued to refuse to surrender, we were going to invade.

Most of those nine bombs would have been used to clear the beaches just before we invaded. They almost certainly would have made another attempt at Kokura Arsenal however.

Actually, the war was pretty much won even before the atomic bombs were dropped. It was not a necessary evil, it was yet another war crime America committed during WWII.
