Postmaster General Louis DeJoy said USPS has a “broken business model” and is in need of organizational changes.
“We believe these changes, made during the middle of a once-in-a-century pandemic, now threaten the timely delivery of mail—including medicines for seniors, paychecks for workers, and absentee ballots for voters—that is essential to millions of Americans,” wrote House Speaker Nancy Pelosi and Senate Democratic Leader Chuck Schumer.

It's like an investment.
First of all, it protects you from rising postal charges in the future; but more importantly, it injects a huge amount of cash into the USPS, right at a moment when Republicans are claiming the service is struggling.
Of course, the reason the USPS is having any difficulty at all is because of the crazy 2006 Republican law that forces draconian measures on the USPS, the government telling this business how it should be run. The measure forced the USPS to set aside money for the retirement of every postal worker, even those not ever born yet, for the next 75 years, and have it all done by 2016. This has caused the USPS to bleed over $5 billion each year, which would have easily kept it in the black.
Basically, Republicans forced the Post Office into the red by imposing a crippling forced savings program and preventing them from using the money they earn.

In the past few weeks, the president has repeatedly and strongly endorsed absentee voting (good) as a jumping-off point for launching his attack on “universal" mail-in voting (bad).
The system that most states will be using this fall is absentee voting — precisely the system Trump and Pence have repeatedly endorsed. As of now, 33 states will permit people to vote absentee this fall without any special justification (as in Florida) or will permit fear of covid-19 to be a sufficient justification.
