Not saying it was Israel but they have been having issues with Lebanon.
They are having problems with Shia Iran who use Hezbollah as their proxy in the Middle East.

Im not sure of the exact tonnage; but the INF treaty with Russia banned so called "tactical nukes"
This explosion was like a small nuke -you can see why the INF was negotiated -
unfortunately that's gone now with Russian cheating and Russiaphobia driving US policy

General Security chief Abbas Ibrahim earlier said the 'highly explosive material' had been confiscated years earlier, reportedly from a ship.
it had been sitting for YEARS?........

It's looking more and more like gross negligence.

Russian businessman whose cargo of ammonium nitrate blew up Beirut: Lebanese port officials are put under house arrest after repeated warnings over hazardous chemicals impounded six years ago as astonishing images show it stored at the dock's hangar 12

It appears to be negligence. There were tons of ammonium nitrate stored for years. Like any other government, it did not want to spend the money moving it. It did not blow up before. So lets ignore it. Then they lost the gamble.

2700 tonnes to be exact, it had apparently been stored there since 2014.
