    Exactly. Congress has NO authority to change the Constitution. Only the States do. All Congress can do is propose them.

    I think it will happen and Trump is setting up the cheating for mail-in by talking over the post office.

    He can't delay the election. He IS concerned the election will be delayed, due them being improperly done.

    A State is responsible for carrying the election of the electoral college according to the constitution of that State. If it fails to do so, that State essentially abstains, and will not be sending anyone to the electoral college. The electoral college will meet, and vote on who is to be President and Vice President. The last time a State abstained in this way was Florida, which could not complete the election in a timely manner, due to the 'hanging chads' issues and lawsuits.

    The election of the Electoral College does not necessarily even require a popular election. The legislature of that State could simply designate them by vote...the way it used to be done in many States. All States currently use a popular vote to determine their Electoral College members.

    Congress determines the timing of the elections, and the timing for the Electoral College to vote. Only Congress.

    See Article II as amended by the 17th and 25th amendments of the Constitution of the United States.
