Paralyzing neck injuries happen tragically easily. I wouldn’t bet my neck on that.
You could definitely obstruct an airway from the front with a knee. Getting someone to hold still would be a trick. From the back, again, by the time the airway was compressed there would be some degree of neck trauma.
This is all academic anyway. Floyd being ‘suffocated’ by a cops knee will become like ‘hands up don’t shoot’.
Aka ‘a lie’.

On top of the drug delirium, Floyd was in respiratory distress from either the Fentanyl and/or his heart was going out. And don’t forget COVID—Floyd may have been symptomatic on top of every thing else. Dude was a walking medical disaster looking for a place to happen.
Cops failed to recognize it—end of story. The knee-neck restraint may have exacerbated things—and it may not have even mattered.
The next disaster will be the trial.

Not while blocking public roads etc
Most jurisdictions consider the obstruction of traffic an illegal activity and have developed rules to prosecute those who block, obstruct, impede, or otherwise interfere with the normal flow of vehicular or pedestrian traffic upon a public street or highway.
