Because he is not. He is trying to make the court represent the people in the country. There has never been a black woman on the court. Did you cry when all the white men were installed choice after choice?
This choice is addressing racism and fixing it. I am sure you can understand that.

The half-cocked Republicans that were out to totally destroy the Obama legacy from day one, made false accusations that she had intentionally misled the public. However, none of the ten Benghazi investigations conducted by Congress determined she had. The Republican-controlled House Intelligence Committee's two-year investigation did not conclude that Rice or any other government official acted in bad faith or intentionally misled the American people. The Associated Press reported:
In the immediate aftermath of the attack, intelligence about who carried it out and why was contradictory, the report found. That led Susan Rice, then U.S. ambassador to the United Nations, to inaccurately assert that the attack had evolved from a protest, when in fact there had been no protest. But it was intelligence analysts, not political appointees, who made the wrong call, the committee found.
Of course the hateful conniving Republicans made these same allegations about Hillary Clinton, as well, and the same thing applies to her innocence as well. And of course Kevin McCarthy finally revealed that the true motives of the Republicans behind the Benghazi hearings were in them trying to destroy an upcoming Hillary run for president.
So let the Republicans talk- as the truth is well known already and they have no leg to stand on. Now that out of the way, back to the VP choice.
I think one of the very best attributes you get with Biden is his ability to listen to others before making final decisions on anything. He may get accused of flip-flopping on some of his past decisions, because he has put his ego aside and changed his position before. He is not afraid to admit someone thought of something he overlooked. He has never been one of these Trump's that portrays a "It's my way or the high way" kind of egomaniac reckless assholes.
He actually wants others around him that are not afraid to tell him they have a better idea. He does not not want Yes-men centered around him. He will be the first one to admit that he listens to others first before making important final decisions, and how those decisions will effect everyone- both good and bad.
I am not saying that everyone on his short list is a yes man/lady, but definitely Harris and RIce are not afraid to stand up and voice their opposition or their own opinions on important issues- most certainly on Racial or Legal matters.
But Rice is also a good candidate for many other cabinet positions, and so is Harris. Both would be good VP's or 2024 Presidential candidates.

Its pretty pathetic. I can't believe black people vote for this soft bigotry.
Their argument is essentially, hey if you are a black women, you are too dumb/unskilled to get a VP pick on your own merit. We are going to use Affirmative Action and pick a black women, because a black women wouldn't get picked without it.
Its really disgusting, racist, and divisive. But that's what the dims are all about.
Keep changing the names. It doesn't change the meaning.
