to keep the ignorant masses in panic mode. Unlike ECDC in Europe who code more exactly without such a broad brush. Plus, they're getting a good laugh

One possible benefit is to make sure they are counting positive *people* instead of positive tests. A healthcare worker in one of my FB groups says they are counting tests instead of people in TX. IOW, person tests positive, and is required to come back until they test negative—but every one of their positive tests gets thrown into the case count bushel.

That could jump the numbers up by X2 or X3.
