Almost right, Althea. Dogs are allowed in that area (The Ramble), but must be on a leach.

The Ramble happens to be one of my favorite areas of Central Park...which itself it one of my favorite places on Earth.

The dog belonged on a leach...which is what he asked of the woman.

I'm on the fence. I agree that we need to question more. I think we need to be cautious and take it slowly.
