Oh. Really. Can you say: 'Belt and Road'.
"The Belt and Road Initiative, formerly known as One Belt One Road, is a global development strategy adopted by the Chinese government in 2013 involving infrastructure development and investments in nearly 70 countries and international organizations. It is considered a centerpiece of Xi Jinping's foreign policy.Wikipedia"

is our infrastructure "central planning?" of course not.
Central planning is called a "command" economy. ( Like the old Chinese Great Leaps Forward")

Confusion? Are you daft? Our corporations have been producing their products in China for several decades and you think they are doing it with dated technology? They are maxing profits. China passed rules that Chinese experts will be part of the process and the management. They did all they could to take the technology for themselves. The owners did not care. Theuy made big bucks for a few decades. Selling Americas future was profitable. China is making the rules now.

You see how the Federal Government is providing billions of dollars to a group of pharmaceutical companies to develop a vaccine for the coronavirus, ... the same could be done for our Tech companies as they race with China to lead in 5G and Artificial Intelligence. It's called 'Central Planning', like when the Government teamed with Business to reach the Moon.

it's less then $2 billion. it's an interesting idea, but unlike China we are in MASSIVE debt.
our national debt is now about 1 1/2 times our GDP!
Also China has the benefit of a homogeneous population - do you think our various ethnicities/races are going to agree to a state partnership?
we can't even get along culturally

We got to the Moon, we can maintain American superiority if we want to. Course, people have to stop crying about 'that's Communism' if you want a Government/Business Partnership.
Notice nobody whined, screamed, and twirled in a dizzy, when the Panama Canal was built?
"Following the failure of a French construction team in the 1880s, the United States commenced building a canal across a 50-mile stretch of the Panama isthmus in 1904. The project was helped by the elimination of disease-carrying mosquitoes, while chief engineer John Stevens devised innovative techniques and spurred the crucial redesign from a sea-level to a lock canal. His successor, Lt. Col. George Washington Goethals, stepped up excavation efforts of a stubborn mountain range and oversaw the building of the dams and locks. Opened in 1914, oversight of the world-famous Panama Canal was transferred from the U.S. to Panama in 1999."
