And, if it helps any, the WTO was set up (and favors) the Developed Nations of the World.

    The US, Europe, Japan, etc. support the 'Global Capitalism' premise. They support an 'even playing field' approach. They AREN'T 'nationalistic' in their view of 'Capitalism'. They view it as a Global System. They have set up the WTO to be the 'Global Referee'.

    China, on the other hand, has DIFFERENT PLANS. China accepts the Global Capitalism premise ... as long as it benefits CHINA. Like all the other countries that use Tariffs, Price Supports, Quotas, to guard their local industries, China is LAZER focused on Technology. China has plans on being the 'Leader of the Not So Free World' in the Future.

    2. China has accepted Global Capitalism, but China's version is the Mercantile system of Capitalism, a system of State Power through Economic Nationalism.

    It allows appeals but has no enforcement ability unless disputants agree to the arbitration

    1.lower level talks
    2.higher level officials
    3.sanctions already agreed to being used.

    It confines China unto a 1 on 1 -and it forces confrontation when there is nowhere else to go
