As you are so interested in the word "retard", I thought I'd share its origins with you (if you're not aware of them already ?)
It all started in the late 19th century with some alienists ( that was the Victorian term for psychiatrists) who specialised in the study of what they called "Mental Deficiency," A person with Mental Deficiency had a condition that afflicted them with a lower (sub - normal) level of intelligence for their age.

In the 1910's, psychiatrists and psychologists in America had access to the first scientifically validated IQ test - the "Stanford-Binet" test, which was originally developed in France ("Stanford-Binet" IQ tests , BTW, are still used today to measure IQ or "general intelligence").
The new IQ test was used to diagnose and classify individuals with Mental Deficiency according to the degree of severity of their cognitive impairment .Here are the categories for the USA that were used all the way up into the early 1960's. (and on some parts of the US even later).
"MENTAL DEFICIENCY" IN THE USA (from roughly the 1910's to the early 1960's)
Level One:MILD DEFICIENCY ( IQ 51 - 70/5), known as a "MORON"
Level Two: MODERATE DEFICENCY ( IQ 26 - 59), known as "IMBECILE
Level Three: (SEVERE OR PROFOUND DEFICIENCY ( IQ 0 - 25 ), known as an "IDIOT'
In Britain, the term "FEEBLE - MINDED" had the same medical meaning as the expression "MORON" did in the USA.
In AMERICA, the label "FEEBLE-MINDED" referred to a range of individuals who were regarded as genetically "unfit". It was an "Umbrella term" for individuals who were, for instance: abnormally cognitively impaired; criminals; infected with tuberculosis or leprosy or syphilis; prostitutes; sexually promiscuous persons, especially females; deaf, blind, physically deformed, poor; idle "good-for-nothings" who refused to take up some kind of gainful employment; persons receiving governments benefits of any kind and so on.
In the early decades of the 20th century there was great concern among Eugenicists in America that "feeble-minded" person posed a serious threat to the strength and future prosperity and progress of the Republic. They believed that the behavioural traits and medical conditions listed above( that I categorised under the rubric of ("FEEBLE-MINDEDNESS") were all essentially heredity or genetic in nature and that it was of great importance that these people were not allowed to reproduce.( In Britain there was a grave concern that those the US called" morons" could progressive destabilise and ultimately destroy their democratic system of government.). These scientists, who became known as Eugenicists argued that feeble-minded persons must be : placed in institutions (segregated from society); deported from the US or surgically sterilized. The managed to sell their argument to politicians in America, and a strong Eugenics movement was organised. In the mid to late 1930s, at the height of the Eugenics program, mandatory sterilization legislation was used to surgically sterilise around 60,000 people in 32 states who had been diagnosed as being "feeble - minded".
The first Eugenics movement was very much a trans-Atlantic, BRITISH - AMERICAN enterprise. British and US psychiatrists/alienists/ cognitive psychologists were in close touch, sharing their research and collaborating on issues of common concern. Both nations regarded the MORON (which the British called the FEEBLE-MINDED individual) as the most dangerous type of mental retardation. Here's why...
[B (1): ]MORON (an adult with a MENTAL AGE OF BETWEEN 8 and 12[/B]
(2): IMBECILE (permanently stuck at a MENTAL AGE of 6 )
(3): IDIOT (pretty much a human "vegetable"; has poor motor/movement skill, extremely limited communication. little response to stimulus
The IDIOT and the IMBECILE are basically too lacking in brain-power to get themselves into any kind of serious trouble. Either they are locked up in an institution or, if not, must have some kind of close full-time supervision and support from a competent, responsible adult (a family member, for example) , so they are unable to cause any kind of mischief or do anything dangerous or illegal, etc. But an adult who is a MORON and has, say, a mental age of 11, has the capacity to cause all sorts of chaos and strife, Remember, we are talking about a fully developed adult (male or female) with an 11 year old's mind. At that mental age their moral consciousness/ moral reasoning capabilities have not yet matured, nor their understanding important social mores, nor do they how much appreciation of the consequences of their actions or the basic principle of the law of the land, they tend to have an impulsive desire to secure short-term gratification, and their capacity for self-control will be relatively poor, and so on.

The medical terms: MENTAL DEFICIENCY, MORON, IMBECILE and IDIOT were still being used in medical practice ( by psychiatrists/psychologists) up to the start of the 1960's in the US So if, in 1959 you had a measured IQ... (NB psychiatrists didn't JUST use IQ to diagnose whether a patient had Mental Deficiency, but IQ scores, have been used for well over 100 years in the US, and all things considered they have proven to be are a good, accurate measure of general intelligence. (So I wont go into the other diagnostic criteria that psychiatrists/clinical psychologists use: stuff like school grades and social functioning, etc, because its not really necessary)… of 65, your psychiatrist would inform you that his diagnosis was that you were a MENTALLY DEFICIENT, MORON; and this would be written into your official medical record
Now, the medical terms: imbecile, moron and idiot were (not surprisingly) used in an increasing condescending, stigmatising and generally perjorative manner and caused much distress to those who had been diagnosed as "morons" or "imbeciles". So, in 1961, the American Association of Mental Retardation (AAMR) pushed for the American Psychiatric Association (APA), which is the association that regulates the practice of all mainstream, professional psychiatry in the US, to replace the diagnostic category "Mental Deficiency" with "Mental RETARDATION." The APA agreed, and in its Diagnostic and Statistical Manual 2 (DSM-2) which was published in 1968 (NB: The DSM is like a kind of sacred "BIBLE" that tells all American psychiatrists what criteria MUST be satisfied be for them to be able to officially diagnose a patient whit a particular mental disorder) Getting back to mental retardation though, here are the different types of that condition that were listed in the 1968 in DSM - 2.
(1) BORDERLINE mental retardation (IQ 68 - 85)
(2) MILD mental retardation (IQ 52 - 67)
(3) MODERATE mental retardation (IQ 36 - 51)
(4) SEVERE mental retardation ( IQ 20 - 35)
(5) PROFOUND mental retardation ( below 20 )
Then over time RETARD (short for Mental Retardation) eventually became a derogatory term of abuse in American youth culture, for instance, some youth who do not like the values of political Liberals call them LIBTARDS. A professional group called "The American Association on Intellectual and Developmental Disorders" eventually came to the rescue. It played a strong role in getting the APA to delete the official psychiatric disorder category of" Mental Retardation" from its latest edition of the DSM ( DSM - 5, 2013) and replace it with the disorder category: " INTELLECTUAL DEVELOPMENTAL DISORDER" (IDD) The new diagnostic approach for an IDD de-emphasises the role of the IQ score in evaluating the severity of a patients ntellectual disability. DSM - 5 states that an IQ score 70 or below indicates the presence of significant intellectual disability, but officially encourages the psychiatrist to use an evaluations of how good or bad the patient's life skills (or "adaptive functioning skills", in medical jargon) things like how well can the patient look after himself in an independent and responsible manner? How well can he read, use numbers, communicate with others ? How capable (or incapable) is he of keeping himself bathed and well-groomed, and keeping his living environment clean ? How well is he able to dress and fed himself ? Can he pay bills on time; how well can he manage money and time? Does he understand social rules and customs, obey the law, can he detect the motivations of others in order to avoid victimisation or deception. In short adaptive functioning skills (or "life skills") are to do with, how good or bad are - how able or unable you are - at getting through day - to day life in the modern world in a responsible, independent manner. So the latest DSM - 5 doesn't specify any IQ score ranges for mild, moderate, severe or profound Intellectual Developmental Order (IDD). But naturally all psychiatrists testing a patient for IDD will use an IQ test, and I think that score their patients obtains on that test will have a n important influence on their final diagnosis.
So looking back over the past 120 years, the worst insults you could hurl at someone you thought was lacking in the brains department were: "You're an
IDIOT". Then in the 1960' to 2010's: "You're PROFOUNDLY RETARDED". And today: "You've got a SEVERE IDD, dude".
