Yet, TX and NY both had protests last month...but TX has 9,000 new cases and NY has less than 600.

Seems like TX is in worse shape than NY was ever in.

NY last hit 10,000 new cases a day back on April 25th.

Correct. If there was a spike as a result of protests, it was muted and geographically distributed. But it appears that isn't the case, so we can assume that the R0 from infected people at those events is less than 1.
