Those who are violent are not protesters. Anyway, the site is going to be a new building for the lawmakers. That makes the government of VA the owner. The government contracted them.

Because they are contracted. If you hire a contractor to build something for you, wouldn't you have the right to tell them what you want them to do to the site? They are paid to build a site for you.

How am I moving the goal posts? Many, many construction sites and properties, both business and private, have American flags. Do you see them ordering them to take them down?
